English Language Learners (ELL)

The aim of the English as a Second Language Program at the Abby Kelley Foster Charter Public School is to provide linguistically and culturally diverse students with instruction that will assist them in English language development and in mastering academic subject matter content. We are committed to offering a program which will meet the needs of our English Learners (ELs) both academically and as lifelong citizens of the community. The following are our program goals:

  •  To ensure that students whose native language is not English are provided with sufficient direct English language instruction to allow them to develop speaking, listening, reading and writing skills.
  • To provide learners with access to comprehensible instruction in all content areas so that they will be able to reach their full academic potential.
  • To monitor the progress of learners using formal and informal assessment tools to ensure that learners are progressing. 
  • To ensure that all English Learners are provided with equal access to school programs and services including, but not limited to, art, music, physical education, advanced placement programs, extra-curricular activities, Special Education and Title I services and MCAS preparation and support.
  • To encourage the families of our English Learners to participate in the education of their child.

1.) Who is an English Learner?
  • Massachusetts law (G.L. c. 71A) defines an English learner as “a child who does not speak English or whose native language is not English, and who is not currently able to perform ordinary classroom work in English.” 
2.) How are ELs initially identified?

There are two ways:

 

Home Language Survey

  •  As part of the enrollment process, parents/guardians are required to fill out a Home Language Survey (HLS). The purpose of the HLS is to determine if a student speaks or is exposed to other languages at home. If language other than English is listed, the student is given a language assessment. At AKFCS, we use the W-APT (WIDA-ACCESS Placement Test). This is a nationally norm-referenced language proficiency assessment to identify students who might qualify for EL services.

 

Teacher Referral

  • Teachers may refer a student for a language assessment if there is evidence that the student speaks or is exposed to another language at home. The teacher will fill out a referral form indicating the home language and the reasons for the referral.
3.) What is the program of instruction for ELs?

Massachusetts state law (G.L. c. 71A) requires that all ELs (with a few exceptions) be instructed through Sheltered English Immersion (SEI). There are two components to Sheltered English Immersion: English Language Development (ELD) instruction and Sheltered Content Instruction.

English Language Development – instruction specifically focused on language development. This component is taught by an EL teacher.

Sheltered Content – instruction that includes approaches and strategies that make the content of lessons more comprehensible to English Learners. Sheltered content teachers are responsible for grade level subjects.

4.) What if I do not want my child to receive EL services?

Parents can Opt their child out of  EL services according to Massachusetts regulations.  If you would like to Opt your child out of EL services, please contact the ESL Department Head.
